One of the reasons we believe this is happening is because industry standards just aren’t tough enough. It’s what allows less than reputable contractors to ruthlessly cut labor costs by hiring untrained and unskilled day laborers. It’s what allows them to accept marginal work and call it good. And when things get too “hot” they can simply change their “doing business as” registered trade name to something else and continue to do “business as usual.”
